First of all, you're never given a choice to choose a stream (science or commerce) in class 10th but after completing it. Coming back to the question, I am afraid you won't be able to pursue polytechnic after pursuing your education in commerce stream. You strictly need to have PCM in your subjects.

Go for +2 with Home Science as one of the subjects. After that you can go for graduation in Home Science. Many good universities like LPU, MMU, Banasthali, etc are offering B.Sc Home Science.
The admission and eligibility criteria differs from university to university. You can check with the universities. All are good universities with good placements even at graduation level. Some even offer scholarships.

1.Read the course once without trying to remember it, just read like u would read the newspaper and try to understand it.
2.Prioritize your subjects and topics according to marks weight-age and easy and difficult chapters,use this list to create a practical study schedule.
3.Take notes for specific points u feel are important and u are likely to forget,in addition to school notes.
4.Use flash cards for definitions
5.Also make flashcards for various history events; flashcards help for fund and quick revision.

You can improve your English by reading books, novels and underline those words which is difficult to understand and get meaning from dictionary. And, there are so many best app available for learning English and videos are also available. And, most important is regular practice.
