Yes, you can study B.Tech following BiPC (Biology, Physics, Chemistry) in Class 12 without taking the EAMCET, but the alternatives are limited.
Alternative admission options for B.Tech Biotechnology and B.Tech Biomedical Engineering include 12th board marks or private entrance examinations.
Lateral Entry via B.Sc - After completing a B.Sc. in biotechnology, microbiology or a related discipline you can apply for lateral entry into the second year of B.Tech at several colleges.
Private University Admissions - Some private engineering colleges provide direct admission without the EAMCET based on board scores.

Yes, if you didn't try JEE Advanced in Class 12 you can take it in your second drop. After clearing Class 12, applicants can take JEE Advanced twice in a row. You still have two opportunities if you did not take the JEE Advanced exam in your 12th year: one right after your 12th year and another the year after (first drop year). However according to IIT regulations, you are not permitted to appear in the second drop year (third attempt) Make sure you meet the qualifying requirements for JEE Mains, including the age restriction and percentage requirements.

Yes, definitely, you can get into the college with 50% and 55% in 10th and 12th, respectively. However, candidates need to crack JEE Main exam to be eligible for the admission at DSEU. There is no percentage criteria proposed by the authorities to appear in JEE Main but candidates should suppose to attain passing marks in 12th to appear in JEE Main. With 80 in PCM and an IMU CET rank of 11037, your selection chances at Sir Mohamed Yusuf Seamen Welfare Foundation are based on the cutoffs for the current year, category reservations, and available seats. Hello Rishabh,Yes, you can take admission in B.Tech at PSIT Kanpur even if you have less than 60% in 10th and 12th, but this mostly depends on the specific eligibility criteria laid out by the institute for that year of admission. Many private colleges including PSIT grant admission mainly based on entrance exam score along with JEE Main or their own entrance test. Even some branches require less than 60%, but it will be best you check directly with the college for the latest criteria.
