However there are other funding options available like banks or angel investors who are on the lookout for promising start ups to fund their ventures. You will need to scout for such investors. As per my knowledge, ICT Mumbai is a great knowledge centre for Chemical Engineering guys. On the other hand, it also depends which NIT your referring. NIT Rourkela, Warangal, Tirchi, Surathkal are also equally good.

BITS, LNMIT Jaipur, MNIT Jaipur and IIT Jodhpur are good for chemical engineering.

I don't know government colleges but some nits and iits have chemical engineering and in many of the private colleges also they have chemical branches.
