Hello,
No, getting admission in 2nd year just after class 12th is not possible in any college or institute. You have to complete first year to get into the second one and likewise. To complete the graduation, one must complete the entire tenure be it 3 or 4 years.

Tough chance, but you can go through previous year cutoffs on josaa website, you might get chance in NIT Silchar or NIT Agartala.

There are some good countries like Canada, New Zealand, Germany, etc. But Germany will be best with all the concerned things. Germany universities are low costly. Their fee is very low. You can also work 20 hour a week to earn which will be good amount for your daily expenses.
