For admissions in any of the VIT universities you have to qualify VITEE. I got a 9000 rank in VITEE and had recently gone through the counseling process thus I have done a bit of research for the cutoffs. Vellore is the main campus of VIT University then comes Chennai and the new ones are Amravati and Bhopal. For admissions in VIT, the fees are based on which category you get. There are 5 categories according to which you can get admission. And the fees for all are different. If you want CSE in Vit Chennai than your rank should be decent enough like under 5k to 7k for category 1. If you can afford for 4 to 5 category than the cutoff would go till 20000. In CSE there are various specialisation such as machine learning, Artificial intelligence and many more now the cutoffs for this varies according to the field and category you choose. For IT in vit Vellore your rank should be under 7k. Now the overall admission depends on how much bank balance you have. Although your rank is above 10000 than also you can get admissions in CSE in category 2 to 3. It not only depends on your rank it also depends the amount you can afford. If for category 1 CSE closes at 4k than you can go with category 2,3,4,5 that totally depends on you. Vellore IT cutoffs goes as low to 25k for category 5.
