Yes, you can apply for admission af colleges if you have failed the 12th board exams. Many colleges and universities offer admission to students who have appeared for compartment exams, provided they meet the minimum eligibility criteria for the course. Minimum passing marks in all subjects should be:
-atleast 50 % from general
-45% for OBC
-40 % for SC category .

The Central Board of Secondary Education (CBSE) official website has the Class 12 Hindi medium geography question paper for the 2023. Question papers are usually made available to public by CBSE.
Additionally the 2023 Geography exam paper and answers are available as downloadable PDFs on educational websites shiksha.
Please be aware that the Hindi-medium version may not always be available and may be listed beneath the English medium papers.

I don't have the availability of individual specific exam papers and the other study materials such as 12th class RBSE Hindi Literature model papers. You can refer the previous year's model paper with answer key through official website or study material providers dedicated website of RBSE and various study material oriented portals. Various study oriented educational portals are providing free downloadable model papers for use. For this only under the new education policy CUET exam is introduced by University grant commission.
You have to appear for a general test as well as for the subject you want to pursue your higher education. After qualify the cut of you need to participate in the centralised counselling and choose the colleges you are getting.
