No. if asking about B.Tech CSE. then the subject's combination of 12th is given below.
Passed 12th qualifying examination with Physics and Mathematics as compulsory subjects along with one of the Chemistry/Biotechnology/Biology/ Technical Vocational subjects. So you can not get IIT Guwahati with PCB subjects combination in 12th

You can choose between NIT Silchar and NIT Agartala for B.Tech Civil Engineering (CE), both of which are top NITs. Here are some criteria you can use to choose where to apply for admission:
1. NIRF Ranking: At the 38th spot in the NIRF rankings, NIT Silchar is placed ahead of NIT Agartala. NIT Agartala is ranked 80th on the same list.
