You can surely take PG Diploma in medicolegal science, you just have to have the required qualifications for the course and then apply in the college and if selected you will be contacted.

TNEA stands for Tamil Nadu Engineering Admissions. So as the name implies it is only for admission into the colleges that are affiliated to the Anna University which are in Tamil Nadu only.

Minimum marks required for IISC 2017 admissions:
General - 60%
OBC NCL - 54%
SC/ST/PH - 30%

I would not say it is good but it is fine. I would rather suggest you to try for some other colleges too. Placements as far as I know is also not so well.
