There is a scholarship for SC/ST covering the entire costs of education of SC/ ST applicants. The Ministry of Social Justice and Empowerment, Government of India has allocated four scholarships to IRMA for SC participants. So, to answer your question, theoretically, you can convert IRMA with 80% if you meet the rest of the parameters (at least 4 of them including GD and PI). But, practically it is a daunting task to convert IRMA with such a low percentile if you do not have an extraordinary profile.

Well, the cut-off and ranks vary from year to year but yeah based on past records, you need to have a rank lying somewhere between 310-370 to secure a confirmed seat at GNLU under general quota.
Also, if one belongs to a reserved category, a rank ranging from 6000-6100 will make him get a seat here.
