If you are first year of engineering student than why you have doubt about in getting admission in 2nd year? Its very simple when you will passed your both semesters of first year than you will be get promoted automatically in 2nd year of your engineering course.
However if you wants transfer to MCOE in 2nd year, than first get confirmation from the MCOE regarding this. Because this is the case of transfer between the two different Universities. So first obtained the No objection certificate from the MCOE than apply for transfer in your parent University.

The admission in PGDHRM at SDCL Pune are based on merit in qualifying exams (Bachelor degree). Hence you can apply here because no entrance exams are needed here.

Yes, you will easily get to PI-What and even make it to final admission if you do good in interview. The cut-off every year is around 95 for SCMS, Pune. There are a lot of students in our batch who scored 100-105 so you do have fairly enough chances.
