The admissions in VIT are basically done on the basis of your score in JEE Mains or MHT-CET and you should have minimum 50% in 12th boards. These are the main criterias for the admission.
And for reference last year's cut offs are,
MHT-CET - 143/154
JEE Mains - 116/118

You have asked a very interesting query. Normally, speaking Tolani Maritime Institute or any such private Institute does not offer any concession for fees to ex servicemen. However I don't think this is the end of the story. All these institutes are definitely looking for bright students who will enhance the prestige of these institutes and hence for seeking admission of such students these private colleges do offer scholarships for bright students. If you feel you are bright in your academics, then do approach the institute discreetly and I am sure they will offer you scholarship or may even reduce fees for you.
Good luc

The fee structure of the mentioned institute is not available on it's official website. I would advise you to contact the institute directly for the information.

DGCA approval or DGCA license is obtained after appearing for the concerned examination of the DGCA. The eligibility for appearing in this DGCA exam is graduation in AME. If you say you have failed in AME, then obviously you are not eligible to even appear for license exam of DGCA. So, obtaining license is further away. First, you will have to pass your AME and then appear for DGCA licensing examination to get a license. Best wishes to you.
