You can get admission only if you have done your Diploma. Else, you have to start from first year you can't get admission in direct second year.

You should be allowed to pursue MA in psychology after completing BA in psychology despite not pursuing an Honours course. Here is the what the official website states:
M.A. Admission:Seats available for admission- 20Eligibility: B.A. with Psychology (special)Entrance test: 50 marksAdmission procedure begins after results of S.P.
