Sections are allotted according to CGPA criteria. Like focus group, A group with the highest CGPA. It cannot be changed because it depends upon the CGPA, but if still, you have any problem which is disturbing you for that you can talk to your HOD. IIIT is always better when compared to an NIT, however, small an IIIT may be, you'll always get a better exposure in an IIIT. So, according to me, you should go to the college you've been selected. Also, the spot rounds in most cases is a waste of time and money as they do not offer a seat in most of the cases.
