No, the University of Liverpool does not accept Indian students with active backlogs. All backlog subjects must be passed (cleared) at the time of applying to the Uni of Liverpool. Students will need to show the cleared backlogs in their transcripts.

No, typically, the University of Cambridge does not allow Indian students to apply if the admission deadlines have passed (usually Oct 15).
This is a strict deadline that applies to all Indian students. It is the case because Cambridge also has to move on to the next application steps like interviews and issuing CAS.

Yes, Indian students can study at Uni Liverpool without submitting an IELTS score. Students with a minimum score of 75% in their Class 12th English exam (from CBSE board) or 80% (from any other state board) don't need to submit any other English test score.
Students can also submit valid score for either TOEFL, Duolingo, or PTE Academic tests.
