SAT is mandatory, you can consider SAT subject tests to demonstrate your knowledge in a particular subject and are quite helpful for admissions. TOEFL is ofcourse required for English language proficiency. Universities in US look for all-rounders hence mere scoring high will not help much if you don't have a strong overall profile.

Hi Suraj, if a student receives 100% scholarship which is rare for international students, it clearly means his tuition fee is waived off. You must however bear the living expenses. The exact structure cannot be mentioned here as fee structures are subject to change. Please check the website.

Caltech do not offer merit-based scholarships but are need based. International students are automatically considered for scholarships, but you must fill out the financial aid form while submitting your online application.
You must also fill the CSS profile for financial aid. All these details are mentioned on the website. The Preference for need based scholarships are given to domestic students, so academic brilliance is the primary factor.
