No, Babu Banarasi Das Northern India Institute of Technology (BBDNIIT) college is not a government college, this college totally private and hence the fees of this college is too high.

Yes, you can easily get admission in HBTU Kanpur - Harcourt Butler Technical University, but getting in B.Tech in Computer Science and Engineering might be difficult for you.

No departmental test is no different from the entrance exam, it is just that different department conducts entrance of the respective subject in which you apply in the University. I hope you are clear about this.

50% is not needed. Any educational institute just need minimum 45% aggregate marks in 12th to take students.
So, don't worry, if you're above 45%, clear the entrance exam and go for it.
