Sorry to say, but civil trade is closes by 150-200 GMR (general merit rank). So, with your rank you couldn't get civil in Jalpaiguri Government Engineering College.

Yes, you can get transferred but only after getting the NOC from both colleges. One more thing in which college you want to transfer. There should be some seats vacant. Then only you can take transfer in that college otherwise not possible.

Yes, you can prepare to become a pilot.
You need to understand that pilot training is governed and regulated by DGCA and it is irrespective of the flying school you choose to train with. For becoming a commercial pilot, there is a specific eligibility criterion, which you should first be aware of. This is decided on what subjects have you taken in class 12th. It requires PCM to be a pilot. And, even if you have not opted for the same, then you can appear separately for these subjects and become eligible. I would prefer you opt for NSHM as this college is far better then iLEAD as in NSHM the faculty and study curriculum is too good as compared, but you can go and visit both the campuses and see all the things that you want to get and then choose wisely.
