Hello,
First of all, there is no any specific cut off for JECA examination for admission in any specific institute. The government decides it as soon as the results are announced. If you still have any queries, refer to this:

Yes, you can if your 12th score is above 60%. First, you have to appear for SET (Symbiosis Entrance Test). There are three levels.
First is the entrance test, if you get cleared in that then PI-WAT(Private Interview and Written Ability Test) and if you score more than cut-out score, you will receive a mail that you have been selected for BCA.

You cannot get admission directly in the 2nd year after completing Dploma. You can get admission only in the 1st year.

Don't get dishearten, there are many private colleges for you. Though there are various alternatives available but I will recommend you to go for full time B.Tech course only. Here is the list of colleges where you can apply:
Chandigarh University
LPU
LNCT Bhopal
GL Bajaj
Amity University
Galgotias, etc.
These are good colleges with good exposure.

1st cut-off was very low (around 100 for non-Delhite and 160 for Delhites). But third cut-off was gone upto 600. Many seats were unfilled, thus in spot counselling the cutoff rank for general category for CS in USIT was 1980. For outside Delhi, the cutoff was stuck on 180 on third round. If you get rank around 1000, you must try spot round as there is no difference between a Delhite and a non-Delhite in spot round (only rank matters).
