To do your Ph.D., you have to contact universities yourself, the research department and their respective heads. You have to find out which universities offer research work in your area. Some of the well known universities in France for CS and IT include Paris-Saclay University, ESIEE Paris, EISTI Graduate Engineering school, EureCom-Graduate School and Research Center, etc. These schools have M.Sc. Programs also. Please check their websites for further information. Check if the language of instruction is English or not as some schools may have French mode only.
