Oracle Certification has two main role, one is Oracle DBA and another is Oracle Developer. In Oracle DBA, one need to know Oracle SQL or Oracle Administration. To become Oracle Developer, one need to be Masters in Oracle SQL or Oracle PL/ SQL. Oracle has three main level of certification OCA, OCP and OCM.

Oracle is a database program. This course is one of the most interesting and challenging course in the database domain. It may or may not be included as a part of the syllabus of degree courses in computers. Go for authorized SAP certification institutes.
Fees structure will remain same irrespective of training institute.
As I am staying in Pune, I have enclosed details of the institutes in Maharashtra state only.
Regarding Quality of institute, following parameters will decide the better choice:
1) Placement track record of the institute
2) Competency of trainer (In case of ILT mode)
3) Guest lectures & seminars from industry experts.

As far as Android is concerned, it has a very awesome future ahead. Everything is going to mobile these days, from shopping your clothes, booking movie ticket, booking railway ticket to order vegetables to doorstep and there are lots of things needed to move to mobile now.
