Data visualization is such a new field that I think anyone with enough time can gain the knowledge of even the most expert data visualizer. I think the key is passion. A passionate, dorky, unrelenting interest in taking data and turning it into something.
If you want to get started commercially, getting exposure is also very important: first have to know you exist, and second, they have to know that you specialize in data visualisation. So attending and speaking at conferences and workshops helps, get connected to key players in the field, get connected to potential clients, participate in contests, etc.

Most important to note about both of these certifications is that you're expected to already have proficiency in the areas of study they represent before you attempt to certify. They document your knowledge of vastly different technologies, so depending on what you already have knowledge of, you'll want to select accordingly when constructing your certification plan.

Let me understand your purpose behind asking this question since both the certifications are not in the same domain. While CCNA is an entry level Certification in Networking, OCJP (which used to be SCJP or JCP back in the late 90s.) is a decent Java programming certification. With OCJP you can get a decent job as a programmer with any small to medium sized organization. However, I can't say the same with confidence about CCNA.
