Scholarships mostly are based on merit. If you have a very good profile universities abroad will offer you scholarships at the time of admissions. You can check the university websites for financial aid information.

B.Tech always dominates B.Sc. If you want to pursue B.Tech in CSE or B.Sc in IT then choose B.Tech in CSE. CSE is better than IT.
