With B.Sc, you can get job in only small and medium IT companies as junior developer or tester at lower salary. MCA, B.Tech with CS or M.Sc with CS are standard educational qualification for entry into top IT companies. Unless you have personal reasons, you are advised to do MCA or M.Sc CS before taking up a job. If you want to be a systems developer then do M.Sc else do MCA.

Yes, MCA is a different course than MBA. Although you don't need MCA once you have gained degree into MBA in system or computer applications. MBA involves a mix of technology and management, so is quite recommended.

If you are able to get admission in a German University, you will able to get scholarship and or research assistantship to sponsor your educational and living expenses. You may just require your initial few months expenses.

B.Tech with CSE is a superior engineering degree over B.Sc CS and the most sought after degree in India. Toppers of engineering entrance exams are only able to make it to B.Tech CSE. Syllabus of B.Tech CSE is more rigorous in comparison to B.Sc CS and It is also tougher.
