Yes, work experience is a very essential factor for getting admission in the American. The work experience of 2-3 years is apt for MS in IT and it would be favourable if work experience is in the IT field.

It depends on the institute in from which you want to pursue M.Sc. For example, There is no entrance exam conducted by Mumbai University for M.Sc in IT or M.Sc in CS.
