Rather, the admission into B.E./B.Tech is mainly in a centralized processby the Admission Committee for Professional Courses (ACPC), Gujarat. The defining requirements are that of passing 10+2 (PCM) with at least 45 percent marks (general) and 40 percent marks (reserved), and that of obtaining through GUJCET or JEE Main a valid rank at least. Admission at Laxmi Institute of Technology without JEE Main, as long as you:
Have passed 10+2 with at least 45% in PCM (40% for reserved categories),
Appeared in GUJCET in the same year,
Apply through Gujarat's ACPC counselling—about 50% seats are state quota and 50% institute quota, some filled via GUJCET merit.

Yes, you can potentially get admission to the B.E./B.Tech courses at Government Engineering College, Bhuj without JEE Main, but it depends on the specific admission criteria. While JEE Main is a common, Government Engineering College Bhuj also considers GUJCET scores and merit based on class 12th and GUJCET scores.
