It is unfortunate but its true that UGC does not allow simultaneous study in two degrees from same or different universities. Students are given time period longer to complete degree in comparison to regular degree courses in degrees by distance learning. You may complete one degree say from DU-SOL and then complete degree from IGNOU.

Yes. Write a police complaint and file a case stating you have lost the certificate and need duplicate to pursue higher studies. They will definitely give you an acknowledgement and you can give it in the institute from which you need a migration certificate and they will have to give you a duplicate certificate.

You may take admission, but given you have appeared any entrance exam conducted by Colleges in Delhi Univesity.

Yes, anybody with a Diploma in the respective subject can take up B.Tech lateral entry in Delhi University.
Also, you need to produce the certificates mentioned below:
These are the instructions provided by Delhi University for 2016 aspirants. Keep in mind that the amount required to grab seat through DD might change this year.
The candidate is required to report in person in the Convocation hall (Civil Department) in DTU at 9 am on XX/XX/2016 along with following documents in Original along with two sets of self-attested copies.
1. DD of Rs 1,21,000/- (One lac twenty one thousand only) in favor of Registrar Delhi
