Sorry to say but most of the universities and colleges including the Government College demand fees of more than 2 Lacs for the course for B.Sc. in textile design. But there is a Diploma course in textile design which you can do which has a course fees of around 25K for the whole two years. I would recommend you to go to some government college like BHU for this.

You get admissions on the basis of VITEEE and in 12th the criteria were 65% so if you cleared VITEEE you will get admission.

You can join UPID, Noida. It is a government college for B.Des or you can join DTU.

If you do it from a government college, then it will be approx INR 4 lacs, but from a private college, it can go up to INR 30 lacs.

In Noida, there is only one college for B.Des fashion designing course, that is Satyam Institute of fashion designing, but it is only for girls.
