Eligibility criteria:
Candidates who have cleared their class 12th examination are eligible to appear in this exam. He/she must have passed class 12th with at least 60% marks with Physics, Chemistry and Mathematics.

With regards to the 1st question, one can always call ILS and understand or just pay a visit to ILS.
Diploma is a residential course.
For the 2nd question, no education goes waste, is all that I can say. Whether it is useful or not is a personal prerogative, given the career choices one has.

There are 2 ways (WBJEE colleges)-
1. You have to give JELET Exam. For details, visit https://www.google.co.in/search?q=jelet+2018+exam+date&rlz=1C1AOHY_enIN800IN800&oq=jelet+2018+exam+&aqs=chrome.0.0j69i57j0l4.20747j1j8&sourceid=chrome&ie=UTF-8
After giving the exam, you have to appear for the counselling session & then you will get the college.
2. Through management quota (directly call the college & if there are any options, they will help you).
