Post SSC (10th standard) one can pursue 3 years Diploma in Engineering. Post completion of Diploma once can secure admission directly into the 2nd year of BE (Engineering)
post 12th (HSC) one can secure admission into BE (4-year engineering course).

We do not offer a course on SCADA and PLC currently.

Diploma is a lower degree as compared to engineering. If you pursue Diploma, you will get a junior engineering degree. And if you pursue engineering as a graduation, you will be awarded a senior engineering degree. So, if you have completed your 10+2 then it is not worth for you to pursue Diploma. The institute you are talking about is the variety of government/government aided. In all such institutes, admissions are normally restricted to the students domiciled in the state. Hence if you are domicile then only you will get admission.

After completing your Diploma, you should apply for the B.Tech colleges using your Diploma report card and certificates and then you can easily get a college for B.Tech and join any of them. Your entry would be a lateral entry i.e. 2nd year in B.Tech curriculum.
