Yes, you are eligible for B.Tech. You can take admission in any of the college which provide lateral entry in civil engineering which will be of 3 years. In a private university, you may get direct admission on the basis of your Diploma score but you need to appear for test if you're applying in government university. I hope I've made myself clear.

Eligibility for NATA is 10+2. As you have gone for Diploma after 10th itself, I am afraid you are not eligible. But I am attaching a link that will give you all the required information about this. Https://http://shiksha.com/architecture-planning/exams/nata.
