Hi,
No you can't consider it as a graduation because diploma after 10th class is good but after 12th it is of no use because you've already wasted 2 years after 10th. You should apply for B.Tech.

You should be able to study B.Sc. VISCOM after completing your diploma provided you have cleared all your exams in your diploma. Please refer to the link provided below for a list of top colleges which offer courses in B.Sc. VISCOM:
