Hello Syeed,
After the completion of your Diploma in civil engineering, from my point of view, you should go for the LEET examination.
LEET stands for the Lateral entry entrance test. This examination is conducted for the direct admission of students in the second year of BE/B.Tech in various colleges which have completed Diploma in any stream.
If you clear this exam with good rank then you will be able to pursue Bachelor's degree in engineering from a reputed college.

For engineering programs in the USA, you should consider universities such as MIT, CalTech, Georgia Tech, CMU, UCLA and so on. These are, however, amongst the most selective ones and you must have a very good all-rounded profile to be considered by them.
