It is a little typical to transfer from one government engineering college to another but if you will get good marks in the 1st-year & you have a genuine problem then you can easily change by submitting an application. Also, both colleges should agree.

No, you cannot take admission in the 2nd-year of B.Sc after Diploma engineering.There is no procedure for lateral entry for B.Sc students

So, right now, work more harder if you really wish to pursue your studies abroad. You can decide which country or college once you are eligible.

To pursue Bachelors in physiotherapy, you should have passed 12th with PCB. This is the only criteria to get into a degree course.
