Yes, they can join. The government opens the portals to apply in the entrance exams in mid-June and remember the portals remain open only for 5-6 days so be alert.

Yes, you can. Annamalai University does provide B.Tech through distance education. All you need to do is fill up the form and have a talk with the authorities.

It is not necessary to do LLM from abroad. Doing LLM is good, as it has several benefits in career in respect of salary and promotions. You can do LLM from tier 1 NLU, but choose a subject which is in demand today like commercial law and IPR.
