Yes, you are eligible to do law with 70% marks but the course is not available in distance mode. What can be done instead is that you can opt for a college which is lenient on attendance so you don't have to maintain a high attendance. You can go easy on it. one such is CCSU.

Yes, this course is available in this college through distance mode. You should read the prospectus of the course for eligibility criteria, admission procedure, etc.

You are correct. Most of the study centers of NOU are located in Bihar and Jharkhand. So you have to choose the nearest study center as per your convenience and reach.
