Hi, yes! you can apply for this course , There are no particular eligibility criteria for admission into this course. The students just need to have qualified their 10+2 from a school affiliated to a recognized board. The student should have studied Hindi as a compulsory subject in their senior secondary education. Please follow the link given above to get details. Also, If she wants to do it through correspondence, it is not compulsory to do it from a college in up itself. Most of the famous distant learning colleges have their centres in almost all states which allows a student to give the exam from their city itself. I would suggest you go for IGNOU. It is the best university in India for distant learning education.
