Yes, distance learning degree is valid as same a regular degree. Distance learning University must have UGC and DEB approval, if the university doesn't have those approvals then the degree will not be valid, so first check the approval and reviews then apply for admission in distance learning. But, recruiters often prefer Students with regular degree and regular degree also helps for future studies.

You can either study as regular attending classroom (75% attendance mandatory) or Study in Distant mode.
Only for the exams you have to attend the college.
