IGNOU is good for BA in History. It is a good and authenticate degree from IGNOU than getting a degree of distance education from other institutions.

No, it is absolutely not possible. AICTE does not allow distance courses. I would suggest you not to take admission anywhere an admission of such type is available. Regards.

Students who have attained the age of 18 years can apply for any courses.
Admission to distance learning courses varies from institution to institution. Some college's offers admission through the entrance test or some of them provide direct admission. Candidates are required to fill the application for admission to distance learning institutions/Universities. Yes, correspondence degree is eligible for UPSC exam. But it should be from a recognized university like IGNOU. People has already cleared UPSC exams, who had studied from correspondence course. Best of luck.
