For students enrolling in Sep 2022, Edinburgh Business School of Heriot-Watt University is offering a number of full-time Ph.D. studentships. This studentship includes a tuition fee waiver and an annual stipend of GBP 17,688. To apply for this scholarship students require the following:
A full CV/Resume
Copy of Academic transcripts of all previous studies
Brief cover letter explaining why you want to study at Heriot-Watt University
An outline of the research proposal (max. 1500 words)
Interview.

Most Universities will have some kind of scholarship but normally it is not enough to significantly reduce course fees and cover tuition costs. You can find some scholarship information on the university website.
