The rank you have provided is very high to get admission in any government college if you belong to general category.However if you are sc or st thenthere are some chances to get admission in colleges as mentioned below:-
1. DTU if completed your 12th from Delhi.
2. Some low ranking NITs
3. NEHU, Assam university, Manipur university etc.

As you have mentioned you have secured 90 marks in JEE advanced 2021 so let me tell your rank would be above 10k so in this rank you can expect lower IITs like Patna, Bhilai, Mandi and other parallel ones.

With the rank that you provided you might not get admission in NITs or IIITs through JoSSA counselling you can go for GFITs. You can go for CSAB counselling where there is good chance that you can get admission in some NITs like NIT Patna, NIT Meghalaya etc.

But cut-offs varies from year to year and depends on many factors like number of seats available, caste category, number of students appeared in the exam, difficulty level of the exam, etc.
