You actually mean non-creamy layer of OBC. Right? Because if you are in the creamy layer of OBC then there is no reservation and you are considered as in general category. But your brother has obtained the percentile with which he is above the cut off even if considered in general category. This means that he can definitely seek admission in NIT and also is eligible to appear for JEE Advanced.
