No, you cannot be eligible for NIT Surat in chemical engineering. As you have an low score in Mains. You should now focus on April Mains exams and score good marks to get NIT Surat.

Yes, there are some fair chances to get admission in NIT Nagpur in B arch. But, it also depends on your rank here the cutoff rank matters most

You can get an NIT of your hometown but as per as of other then it the chances are very moderate to get any other higher NIT with a percentile of 86.

It depends on your percentile, on your score. Different colleges have different cutoff forDifferent streams. To get an ghodi NIT or any other good government college you need to score good percentile in JEE Mains, other than this if you have low score don't worry you can get some good private colleges with core branch.

You can just easily get previous year question papers of both JEE Mains as well as advance on various sites. Just go on Google and type for previous years Mains paper you will get the papers easliy with solutions also.
