It depends on your choice fill-up. You cannot get a good IIT with branches at this rank. You may get a good NIT with good branches except CSE. Mock seat allotment is just for the 1st round. Therefore, it's not an issue. You can wait for the further seat allotment.

Yes, domicile certificate is required for taking admission in engineering or in any other field, it is a proof that the candidate is a resident of the following state. Therefore, you have to carry your domicile certificate for admission.

IIIT Hyderabad PGEE-Test in April end, interview in June
IIIT Delhi- Test and interview in first week of June, after shortlisting on the basis of B.Tech percentage
IIIT Bhubaneswar- Test in May end
BITS Pilani HD-Test in May
BIT Mesra- Test in July
Delhi University (electronics only) -Test and interview/GD in mid June
JNU- Test in December
IPUCET, Delhi- Test in May
Jamia Millia Islamia, Delhi- Test in June beginning
Other options include-IIITM Kerala, NIST Odisha, NITTTR, NICMAR
