This Institute admits students based on their marks in class 12th and follows guidelines given by Tamil Nadu government in this regard. JEE Mains exam ranking, unfortunately has no role to play. Hello Mandar,
Admissions for the majority of seats are done based on ranking of MHT CET. However, some seats are assigned for "All India Quota". These seats are filled up using ranking of JEE Mains. No, only JEE Mains qualified students will be able to attend the counselling. However, you can approach any other private colleges with your JEE Mains score.

With 88 percentile, it's not possible for you to get admission in any of the NITs or top government colleges. So, it's better to go with private Institutes. As you see in NITs, the seats are less than 600, for a student whose AIR is more than 10K cannot get admission in any of the NITs.
