There are a lot of engineering colleges in Bhopal. But, when we talk about the best colleges only few colleges remains in competition.
So, the colleges which I am listing below you can get admission through JEE mains and in some to qualify state government exams (like MPTU).

Yes, you have to qualify in one of the following exams in order to get into IIT. CAT: (Common Admission Test) to get enrolled into MBA programme at IIT Kharagpur, Madras, Delhi, Kanpur, Bombay and Roorkee.
GATE: (Graduate Aptitute Test in Engineering) for M.Tech courses at various IITs and IISc.
IIT-JAM: The Joint Admission Test is an admission test to Master of Science (M.Sc. ) and other post-graduate Science programs at the IITs and IISc.

For graduation courses, candidates who have appeared for 10+2 exam are also eligible. The qualifying marks for SEBC candidates from the state of Kerala is 55% in aggregate and minimum 50% marks in Mathematics as well. An overall, 50% mark in aggregate is required to apply for CUSAT CAT.

I hope you asked this question in context to Decentralized counselling. I can't tell about other government engineering colleges but I can give information about Jalpaiguri government engineering college. Approximately 10-12seats remain vacant in each and every stream, and sometimes as high as 16 seats may remain vacant. As usual CSE gets filled first so only higher ranker will get chance, more over many change their streams to CSE in JGEC.
