Yes, you are eligible. The admission is based only on your board exam marks and there is no entrance exam.
You need to enroll for a single window counseling program through which you will be allotted seats.

There are totally 3 attempts for JEE Mains and 2 for JEE Advanced. You may appear in these exams by qualifying the eligibility conditions.
These exams are just to help you get a seat in the top institutes and not a compulsion.
So, repeating the exams won't affect your job profiles but you may need to answer for the time dilation.

If you are very well versed with the engineering subject's topics and engineering maths, then go for GATE. Otherwise, if you have a command on English language and general reasoning, then surely go for CAT.
