No, it is not compulsory but it is combined entrance exam and conducted by CBSE so it has value all over India by this exam you can take admission in any engineering college of India. That's why it is valued.

Hello Pritam,
There are a certain number of attempts for JEE Mains and Advanced.
The number of attempts for JEE Mains is 3 and the number of attempts for JEE Advanced is 2.

Yes, you can definitely make it up for RCOEM. But, as far as specialization branches are concerned, you need to wait for cap rounds.

It is a little difficult to interpret if you could make it with this score for electrical in first CAP rounds.
But you can definitely try for the same branch in 2nd round.
