Please mention the examination or the college/university name for which you have appeared and got a rank of 35000. It is diffident to answer your question right now due to insufficient information.

Sorry, but I will suggest you to face the next JEE Mains exam because with less than 80 marks in JEE, you can't get any good private college, but there is also a criterion of board marks for some best private colleges in India like LPU, but you have to secure more than 90% in boards then only you will get CSE surely in LPU. For more information, visit www.lpu.edu.in.

2) OBC-NCL-49 marks

Yes, JEE Mains exams do have negative marks. In JEE Mains examination, for every correct answer, you will be awarded 4 marks and for a wrong answer, you will be given -1.
In JEE Advanced, there are different types of questions like assertion reason, subjective, objective, etc., and there are particular marks for each one. There are negative marks for that too.
All the best.

Yes, you can get a good engineering college. It also depends on your class 12th percentage if the 60/40 pattern is followed while preparing the rankings, you can get some good colleges in Pune, Maharashtra. Also, in your City/Town or State. Do the proper research about colleges in your City/Town or State, their cut-offs, approved by AICTE or not. Fill the admission counselling form properly. You will surely get a good engineering college.
Good luck.
