Can I get into any government college with a 193000 rank in JEE Mains? I am in the EWS category.
193k rank sounds tough but since you belong to EWS category, you might have a chance in some lower NITs or GFTIs, especially in home state quota or less popular branches.

Which JEE Main rank should I use to predict my college? CRL rank or category rank?
I guess it depends on whether you're going through the general pool or using a reservation. If you're from General category, then CRL rank matters. But if you have a category like OBC, SC, then use your category rank for more accurate prediction.
