with such low marks I am afraid you have almost no chance of getting admission in any engineering college via counselling. However you can apply via management quota.

Nothing is impossible. These days a large number if seats are lying vacant in many engineering colleges. Hence many states are allowing students with valid score in JEE Mains to admit in such colleges after all students who had appeared for state's CET have finished counselling.

Your query is quite cryptic. JEE Mains is a must for admission in NIT's or IIT's or CFI's. Also some state govt have accepted this entrance. In all these JEE Mains is a must. But in other states, their own CET you have to clear.
